Cabinet Approves Revised Investment for HPCL Rajasthan Refinery Project in Pachpadra, Rajasthan

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Shri Narendra Modi, has approved a major revision in the project cost and equity investment for HPCL Rajasthan Refinery Limited (HRRL) at Pachpadra, District Balotra, Rajasthan.

The project cost has been revised from Rs. 43,129 crore to Rs. 79,459 crore, with an additional equity investment of Rs. 8,962 crore by Hindustan Petroleum Corporation Limited (HPCL). Post-revision, HPCL’s total equity in the project will be Rs. 19,600 crore.

The HRRL Refinery is a complex facility, producing a high-value petrochemical product slate exceeding 26%. It is designed to produce 1 MMTPA of petrol, 4 MMTPA of diesel, along with 1 MMTPA of polypropylene, 0.5 MMTPA of LLPDE (Linear Low-Density Polyethylene), 0.5 MMTPA of HDPE (High-Density Polyethylene), and approximately 0.4 MMTPA of benzene, toluene, and butadiene. These products are essential for sectors including transportation, pharmaceuticals, paints, and packaging, and are critical to strengthening India’s energy independence and reducing petrochemical import dependence. The refinery is scheduled to commence commercial operations on 1st July 2026.

HRRL is expected to significantly contribute to reducing India’s import reliance on specialty petrochemical products, saving valuable foreign exchange. The project also aims to industrialize a backward region, utilize locally available Mangala crude, and position India as a refining hub. During construction, approximately 25,000 workmen have been employed across various project units, reflecting its significant employment generation potential.

HRRL, Pachpadra, District – Balotra, Rajasthan, is a 9 Million Metric Tonnes Per Annum (MMTPA) greenfield Refinery-cum- Petrochemical Complex with 2.4 MMTPA petrochemical production capacity. The Project is being implemented by HRRL, a Joint Venture (JV) of HPCL and Government of Rajasthan (GoR) with equity stakes of 74% and 26% respectively.
