PFC Consulting Incorporates Four SPVs for Key Transmission Projects

In a significant development in India’s power transmission sector, PFC Consulting Limited (PFCCL), a wholly owned subsidiary of Power Finance Corporation Limited, had incorporated four Special Purpose Vehicles (SPVs) to facilitate the development of critical transmission infrastructure projects across Rajasthan and Karnataka.

The newly formed entities – Babai Transmission Limited, Bikaner Transmission Limited, Humnabad Power Transmission Limited, and Hebbani Power Transmission Limited, were established to undertake preparatory activities for identified transmission schemes under the tariff-based competitive bidding framework.

The incorporation of these SPVs followed the nomination of PFCCL as the Bid Process Coordinator (BPC) for the respective projects. In Rajasthan, the State Committee on Transmission had recommended PFCCL for coordinating the development of transmission systems linked to the 765kV grid substations at Babai and Bikaner (Pugal), with subsequent approval from the state’s Energy Department.

Similarly, in Karnataka, the State Empowered Committee on Transmission ratified the nomination of PFCCL for projects involving the development of 400kV transmission systems in Humnabad (Bidar district) and Hebbani (Mandya district), with formal approval issued by the state government.

These SPVs were created to carry out essential pre-development activities, including project surveys, preparation of detailed reports, and initiation of land acquisition and forest clearance processes, wherever required.

As per the established framework, each SPV will eventually be transferred to the successful bidder selected through an international competitive bidding process. The selected developer will then take over and execute the respective transmission projects.

The move underscored PFCCL’s continued role in enabling the development of large-scale transmission infrastructure, aimed at strengthening grid connectivity and supporting India’s growing power demand.
